The Ministry of Ecology and Environment recently issued the "Guiding Opinions on Co-ordinating and Strengthening Work Related to Climate Change and Ecological Environmental Protection".It is clear that we should urgently formulate an action plan for peaking carbon dioxide emissions by 2030, comprehensively use relevant policy tools and means and measures, and continue to promote implementation.Encourage key areas such as energy, industry, transportation, and construction to formulate special plans for reaching the peak.Promote key industries such as steel, building materials, non-ferrous metals, chemical industry, petrochemical, electric power, and coal to propose clear peak-reaching goals and formulate peak-reaching action plans.At the same time, promote the realization of synergistic effects of pollution reduction and carbon reduction.Priority is given to source control measures such as fossil energy substitution, raw material process optimization, and industrial structure upgrading, and the construction of high-energy-consuming and high-emission projects is strictly controlled.Increase efforts to optimize and adjust the transportation structure, promote “transit rail”“ "transit water" and multimodal transportation, and promote energy-saving and new energy vehicles.Strengthen the pollution control and comprehensive utilization of livestock and poultry breeding waste, strengthen the environmental management of centralized disposal facilities such as sewage and garbage, and coordinate the control of greenhouse gases such as methane and nitrous oxide.Encourage all regions to actively explore innovative measures and effective mechanisms for collaborative control of greenhouse gas and pollutant emissions.
